I'm not sure, but I think Geo-redundant storage (GRS) could also be a good option for resiliency.

I agree with Hermila, GZRS provides redundancy across multiple availability zones.

I think Geo-zone-redundant storage (GZRS) is the way to go here. It provides the highest level of resiliency by replicating data across multiple zones within a region, as well as to a secondary region. This should meet the requirement of maximizing resiliency for the cloud witness.
