Hmm, I wonder if Azure AD Privileged Identity Management (PIM) could help here. It might be overkill, but it could give you more granular control over the role assignments.

B) Azure Policy could also work, but it might be more cumbersome to set up individual policies for each subscription. Azure Blueprints sounds like a more elegant solution.
