Option C? Really? The sign-in risk policy is more for managing risky sign-ins, not setting up passwordless authentication. I'm going to have to disagree with that one.
Hmm, I'm not sure about that. Option B, the certificate-based authentication policy, might be a better fit since it provides a more secure authentication method.
I think option A is the way to go. Configuring the Microsoft Authenticator authentication method policy seems like the most straightforward approach to enable passwordless authentication for Group1.
