Well, if you need to scale the Policy Service, might as well use D) an Application Insights metric. That way, you can scale it up and down like a seesaw, right? Just don't forget the extra weight on the other end, or it'll be a real balancing act!

I've used Application Insights before, and I think D) an Application Insights metric is the way to go here. It should be able to handle the scaling requirements for the Policy Service.
