Hmm, I was torn between B and D, but I think B is the better choice here. Stakeholders is more about identifying who's involved, not the scope of testing.

I agree with Juliann. The test scope is the logical place to define the features under test. Can't see it belonging in the other sections mentioned.

Well, the answer has to be B. The test scope section is where we usually specify the features to be tested and those excluded, right? I don't see how it would fit in the other sections.
