I don't know about you, but I'm feeling option A. It's the classic definition of a low-fidelity prototype, and the one that makes the most sense in the context of this question.
Hmm, I can see how C could be mistaken for a low-fidelity prototype, but it's really just a mental concept. A is the way to go here - keep it simple, stupid!
I'm going with A. Low-fidelity prototypes are like the sketch version of a design - they're quick, cheap, and perfect for user testing in the early stages.
B) A software prototype of the user interface to the interactive system that is being designed. A high-fidelity prototype more closely resembles the finished interactive system.
