I agree with C. Governance is an ongoing process, not a one-time thing. Though I suppose you could argue that the planning phase is the most critical time to get it right.
Wow, this IT governance implementation risk question seems pretty tricky. I'm not sure I fully understand the concept of the 'implementation model' they're referring to.
