You know, a RACI chart could be helpful, but it's not the 'next step' in this case. I reckon B) is the way to go to really strengthen the department's human resource assets.
Ha! Committing to board performance metrics and bonus structure? That's like putting the cart before the horse. You gotta get the right people in place first, so I'm going with B).
B) seems like the obvious choice here. Developing a strong recruitment, retention, and training program is crucial for building a competent IT workforce.
