C is the obvious choice. If it doesn't meet the expected performance, who cares if it came in on time and on budget? That's like bragging about a project that no one wants to use.
Option A? Really? Aligning with the as-is architecture is important, but it doesn't tell you if the pilot actually worked. I'm confident C is the way to go.
I'm torn between B and C. While evaluating the schedule and cost is important, I agree that assessing the actual performance outcomes is the surest way to determine if the pilot was a success.
I think option C is the best method to confirm whether the pilot project was successful. Evaluating the results against the expected performance outcomes is the most direct way to assess the project's success.
