C is not it. Management may not understand the full complexity of the requirements, but that's not why they're prioritizing the easiest ones. They're just trying to boost their public image.

A is not the right answer. Fast ROI is important, but that's not the main reason here. Management is all about appearances, and they want to look good in front of the project stakeholders.
