I was leaning towards C) On-Premises infrastructure, since VMware is typically deployed on-premises. But I guess it could also be considered a multi-tenant setup.

I think it's B) Multi-tenant Infrastructure. VMware allows multiple tenants to share the same physical resources, which is the definition of a multi-tenant environment.
