I'm gonna have to go with option B here. The platform navigator operator is the key to the whole system, so if that's not installed cluster-wide, it makes sense that the runtimes can't be created.

Haha, I bet someone forgot to pay the cloud subscription fee! That'll definitely keep those runtimes from being created. I'd go with option C just to be safe.

Option C seems like the most likely culprit. The missing ibm-entitlement-key in the same namespace as the platform navigator would definitely prevent the runtimes from being created.

I think B) The platform navigator operator has not been installed cluster-wide makes the most sense based on the error message.
