I don't know, this one seems a bit tricky. But I'm pretty sure option C is the odd one out. The CSA principles are all about protecting personal info, not just when it's 'useful'.
C'mon, that's too easy! Of course the degree of accuracy and completeness is not determined by the original purpose. It's about respecting individuals' privacy, not a free-for-all.
