The CPE location is definitely a factor. The closer the CPE is to the base station, the better the signal quality and the higher the downlink peak rate.

Hmm, 3% BLER might be a bit high for optimal performance. I'd guess the downlink BLER is more likely to be around 1-2% for a good downlink peak rate.
