I bet the developer tried to log in with their 'HUAWEI Totally-Not-a-Real-ID' and got sent straight to the real-name authentication page. Classic!

Maybe the developer just forgot to register the account. Option D seems like the obvious choice. Although, I hear HUAWEI IDs can be a real hassle sometimes.
