Obviously, the answer is D. R3 and R1 are just having a little lovers' quarrel, and they'll work it out eventually. I mean, who hasn't experienced a bit of IS-IS drama in their relationships, am I right?

I'm going to have to agree with Leonie on this one. Mismatched IS-IS levels seem like the most likely culprit. Although, I did hear a rumor that R3 likes to dress up as R1 on the weekends, so option A can't be ruled out either.

True, the mismatched IS-IS levels could definitely be the cause.

But it could also be that R3 and R1 have mismatched IS-Level.

I think the issue might be that R3 duplicates the System ID of R1.

Wait, doesn't the question mention something about an interconnection port circuit-type? I'm going to go with option C, just to be safe.

Hmm, I think it's got to be option B. If the IS-IS levels don't match, that could definitely cause the adjacency to fail. Time to brush up on my IS-IS fundamentals!
