I bet the firewall wishes it could filter at the physical layer, just to avoid all the drama up in the network layer. Alas, it must settle for being the bouncer of the digital world.

B) Network layer, no doubt about it. The firewall's got to be able to see the full address info to do its job. Although, maybe it could use some night vision for those sneaky packets.
