I'm not sure about option D - I don't think all I/O devices use buffers to communicate with processors in modern OSes. That seems a bit oversimplified.
Hmm, option C seems to be the most accurate description of device management. Virtualizing physical devices into logical ones is a key aspect of modern OS design.
