I think the correct answers are A) and D). If the VLAN is not configured correctly or the user's MAC address is on the blacklist, they won't be able to get an IP address.
I'm not sure about option D. I think it could also be B) wlan-ess No configuration on the virtual interface dhcp-enable. That might be causing the issue as well.
I think the possible reasons could be A) Where the user is VLAN No configuration DHCP server and D) User equipment MAC The address has been added to the blacklist.
