I'm not sure, but the ACL on the user's gateway device seems like the most plausible answer. Gotta love those security measures, even if they keep us from chatting with our neighbors.

Hmm, I think it's likely the Access Point port isolation configured on the switch. That would make sense if the users can access the internet but not each other.
