You guys are overthinking this. An omnidirectional antenna radiates equal power in all directions, period. A is the correct answer.

I agree with Evangelina. An omnidirectional antenna is all about the horizontal radiation pattern, not the vertical one. D seems like the best choice to me.

I was thinking B was the correct answer. Omnidirectional antennas are designed to radiate almost equal power in all directions in the Vertical Plane, not the Horizontal Plane.
