The default gateway is the key here. PC-1 needs to be able to reach the router, so I'd say option A is the way to go.

Hmm, I think the issue might be with the subnet. The PCs are on different subnets, so they can't communicate directly. I'd go with option C and change the router interface to be on the same subnet as the PCs.
