I think B is the right answer. To get the full benefits of vSAN, you'll need to upgrade to vSphere Enterprise Plus licenses.

A is correct. vSAN licenses don't replace vSphere licenses, they're an add-on feature. You need both to run a vSAN environment on ESXi.
