Option B seems a bit extreme. While HIPAA does require reasonable safeguards, redesigning entire offices and workspaces is likely not a universal requirement.
I think option C is the correct answer. HIPAA's privacy rule requires providers and payers to develop methods for disclosing the minimum amount of protected information necessary.
