I'm not sure about Option D. Requiring users to scan documents on their local PCs before uploading seems a bit excessive and could create a lot of extra work for everyone.

Option C seems like the obvious choice here. Scanning documents on upload is the best way to protect the SharePoint libraries from viruses. The antivirus software is already installed, so this should be a straightforward configuration.
