Hold up, did they just say 'SunOne Directory Server'? What is this, the early 2000s? I'm going with C, but honestly, I'm just hoping I don't have to log in to anything called 'EMPS' ever again. Sounds like a real headache.
This is a tricky one, but I think C is the way to go. Gotta love those little 'only when' clauses, they always trip people up. Although, I have to say, if I was in charge of EMPS, I'd just make it accessible to everyone. No need for all this login nonsense, am I right?

B seems like the obvious choice here. If the question says 'always', then that means the login screen is going to require a username and password no matter what. Gotta be careful with those 'always' and 'never' questions!
I'm pretty sure option C is the correct answer. Only when accessing EMPS remotely do you need to enter a username and password. No need for authentication on a local machine. Simple enough, right?
