I'd go with C) as well. Verbal acceptance or releasing resources doesn't necessarily mean the project's goals have been accomplished. That's the true mark of completion.
C) When the project objectives have been met seems like the most complete and accurate answer. The end of a project should be determined by the successful achievement of its goals, not just the customer's verbal acceptance or the documentation of lessons learned.
