I agree, C) is the right answer. The project isn't over until the work is actually done, not just when someone says it's done.

C) When the project objectives have been met seems like the most complete and accurate answer. The end of a project should be determined by the successful achievement of its goals, not just the customer's verbal acceptance or the documentation of lessons learned.

I believe it's also important to document lessons learned in contract closure for future reference.
