Haha, you guys are really overthinking this, aren't you? It's clearly option A. The output says the traffic exceeded the maximum packets per second, so the packet was dropped. Easy peasy!

You know, I was thinking the same thing. But then I realized, if the original traffic exceeded the maximum bandwidth of the outgoing interface, wouldn't it also exceed the traffic shaper's bandwidth? So I'm going with option D.
