I'm not convinced that the weight field has a natural correlation with the FortiGuard-requests field. That seems like a stretch to me. I'd go with A or C.

I'm not sure about that. The debug output seems to indicate that FortiGate used 64.26.151.37 as the initial server to validate its contract, so I'd go with C.
