Wait, the BIG-IP device has a Master Key? What is this, Fort Knox? Clearly the solution is to just factory reset the thing and start over. Who needs all that security nonsense anyway?

The UCS archive not containing the full config? That's just silly. Of course the Master Key is the problem here. Renewing the license won't help if you can't decrypt the backup.

Hmm, I'm not sure about this one. Could be the Device Group sync issue or the clock being off. But the Master Key sounds like the most likely culprit to me.

The issue is definitely the Master Key not being restored. Without the correct Master Key, the BIG-IP device won't be able to decrypt the configuration data in the UCS archive. Obvious choice here.
