FIPS support could be useful, but I'm not sure it's necessary for just inspecting SSL traffic. The standard virtual edition might be the most cost-effective option.

I'm not sure about the Big-IP Global Traffic Manager. Isn't that more for load balancing and global distribution? I think the Local Traffic Manager is the way to go here.
