Hold up, are we sure we need a Big-IP at all? What about a good old-fashioned packet capture tool? That could do the job without all the extra bells and whistles.
FIPS support could be useful, but I'm not sure it's necessary for just inspecting SSL traffic. The standard virtual edition might be the most cost-effective option.
I'm not sure about the Big-IP Global Traffic Manager. Isn't that more for load balancing and global distribution? I think the Local Traffic Manager is the way to go here.
