I disagree, I believe the answer is B) The Product Owner because they are responsible for ensuring that the final product meets the needs of the stakeholders.

Hmm, I'm not convinced. The Scrum Master is the one who's supposed to be ensuring the Scrum process is being followed, right? Wouldn't they be the ones accountable for the DoD?

Yeah, that's what I was thinking too. The Developers are responsible for actually delivering the work, so they need to ensure it meets the agreed-upon definition of done.
