I see your point, but I also think EC2 is a public cloud service because Amazon monitors the servers 24 hours per day, ensuring it is available to the public.
A is the correct answer. EC2 is a public cloud service because it's accessible to anyone with a credit card, unlike a private cloud which is for internal use only.
