The Scrum Master is there to remove impediments, not team members. Option D doesn't seem right to me.

Option C is interesting, but I'm not sure the Development Team should have the power to remove a member. Isn't that a bit too much authority?

The Product Owner shouldn't be responsible for removing a team member. That's not their job. I'd go with option A.

I think option A is correct. The organization's management should be responsible for managing unruly team members to maintain a healthy work environment.
