Hmm, I'm not too sure about the merge option in B. Wouldn't that just make the whole thing one big blob? I think C is the clear winner here.

Option C looks like the way to go. Having a multi-layered symbol with one layer wider than the other should do the trick to get those road casings to blend seamlessly.

I'm not sure, but I think option D) single layered symbol with two offset lines could also work if done correctly.

I agree with Katlyn, using different layers for the road casings would help show connectivity without blending in the wrong places.
