C is an interesting choice, but I'm going with B. The security officer should have done their homework and gotten everyone on board before launching this project. Reminds me of that old saying, 'An ounce of prevention is worth a pound of cure'.

A is a good guess, but I think B is the correct answer. Lack of organizational support is the biggest hurdle for new security initiatives. You can have the best technology, but if no one wants to use it, it's useless.
