Syslog is great for general system logging, but it doesn't have the specificity needed to properly monitor and report on changes to critical data. File integrity monitoring is the way to go here.

SNMP traps could work, but they're really more for monitoring network devices. For something as crucial as data integrity, I'd want a more dedicated solution like file integrity monitoring.
