Clearly, Option D is the correct answer. Anything else would be a dereliction of duty. Though, I'm curious if the student's lack of prerequisites is due to a mix-up or a time-traveling incident. Either way, the instructor should be understanding, but firm.
Option D is the way to go. Honesty is the best policy, and the instructor should be there to guide the student, not just kick them out. Though, I wonder if the student could bring their own time machine to class to learn the prerequisites on the fly.
Ignoring the issue (Option B) is just irresponsible. The instructor has a duty to ensure all students have the proper foundation to succeed. Kicking the student out (Option C) is a bit too harsh, though.

I feel like option A could also work, as long as the student is willing to put in the extra effort to catch up. But ultimately, having the prerequisites is crucial for success in the course.
Option D is the most appropriate action. It's best to be honest with the student about the challenges they may face without the necessary prerequisites, and offer assistance if possible.
