C is the only correct answer here. You do need to add PSMConnect as a local user to make the whole thing work. Simple as that.

I believe C) is also NOT true because PSMConnect is not needed as a local user on the target server.

D is false, RDP doesn't need to be enabled. PSM has its own remote access capabilities. Or does it...? *nervous chuckle*

B is definitely true, you need to enable PSM in the Master Policy to get it working. No way around that.

A is incorrect, the PSM software doesn't need to be installed on the target server. That's the whole point of remote monitoring!
