Hmm, I was thinking it could be the firewall blocking the connection, but the question says the new web server is using the same certificate as the internal app. Interesting.

The self-signed certificate issue makes sense. Older browsers may not trust self-signed certs, so they can't establish a secure connection.

Maybe the cloud web server is using strong ciphers that older browsers can't handle.
