I'd go with C and D. DMVPN and GET VPN are the perfect fit for this scenario. Connecting the sites directly and ensuring secure data transfer, what more could you ask for?

B and D seem like the obvious choices here. IPsec and GET VPN are the technologies that can meet the requirements of a private WAN over the internet with secure data transfer.
