Hmm, this is a tough one. I'm going to go with my gut and say TLS. It's a secure protocol, and vManage probably wants to make sure the policies it pushes are tamper-proof.

I'm going to have to go with NETCONF on this one. It's the standard protocol for configuring network devices, so it makes sense for vManage to use it.
