Hmm, I'm not sure. Isn't enabling subinterfaces with dot1q tagging on all links between the IPN routers a common practice for Cisco ACI Multi-Pod setups? Option B might be the way to go.
Option C seems more logical to me. Enabling DHCP relay on the links connected to the Cisco ACI spines will ensure the new nodes can obtain the necessary configuration details.
I think option D is the correct answer. Configuring BGP as the underlay protocol in the IPN will allow the new nodes to be discovered by the existing APICs.
