Haha, looks like someone needs to upgrade their Cisco WLC licenses! But seriously, I agree with Malissa. The critical priority access point count is oversubscribed, so not all of them can fail over to the backup WLC.

I think the issue is that the critical priority access point count is oversubscribed. The question states that there are 7 critical access points, but the backup WLC only has 10 licenses available, so it can't accommodate all the critical access points.

It's possible, but I believe the critical priority access points are more important for failover.
