C is the way to go! vPC with HSRP will give you the logical segmentation, communication between segments, and widely available technologies. Plus, who doesn't love a good 'virtual PortChannel'?

I'm torn between B and D. 802.1Q with HSRP and VRF-Lite with OSPF both seem viable, but I'm leaning towards D since it supports overlapping IP addresses.

I think D is the best option. VRF-Lite with OSPF seems like the perfect solution to meet all the requirements.
