RD? Really? That's for uniquely identifying a VPN, not for handling overlapping IP spaces. These options are a bit of a mixed bag.

I was thinking MP-BGP might be the answer, since it's used to distribute VPN routing info. But VRF makes more sense for keeping those IP ranges separate.

VRF sounds like the right answer here - it allows each customer to have their own isolated routing table, even with overlapping IP ranges.
