Well, if it's not the OECD, I'm stumped. Maybe the ECB was feeling a little jealous and decided to publish their own guidelines, you know, just to spice things up a bit.

I'm gonna go with option A. The OECD is the organization that deals with international economic and social policies, so it makes sense they'd publish something like this.
