Wait, there's a 'trust matrix'? I thought that was just called 'common sense.' Although, I suppose some leaders need a flowchart to figure out the whole 'caring and competent' thing.

Trust, definitely. That's the sweet spot on the matrix - high care and high competence. Although, I hope they don't mistake 'cares a lot' for 'smothers a lot'.
