I'm not sure about this one. Smaller class sizes usually mean better quality, but the low teacher pay is a big problem. I'd go with C, economy, since that seems to be the main trade-off they're making.

Efficiency is the aspect they're underperforming on. If they can maintain those high pass rates with smaller class sizes and lower teacher pay, they're getting a lot done with fewer resources.
