I think E is also a downside. Who's going to be the 'objective' enforcer, and how do we know they're really impartial? Sounds like a recipe for more problems.
I agree with A, C, and F. The rigid nature of rules-based approaches can be a real problem, and the need for interpretation and judgment just opens the door to inconsistency.
A, C, and F seem like the biggest issues to me. Rules-based approaches can get bogged down in technicalities and end up being more about compliance than actual ethics.
Yes, I think the lack of flexibility and the potential for inconsistent application are major drawbacks. It can make it difficult to navigate ethical dilemmas.
